Both programs were suppose to give more wealth back to the Oben Klasse so its members could re-invest in the USA. This would spur the economy and create jobs for Americans.
They didn't do this. Instead, they took their new-found swag and squirreled it away in secret off-shore tax havens. Or they invested in jobs overseas, which is really not the same as investing in jobs here in the good ol' USA.
They didn't live up to their part of the bargain, so it's time for them to repay what they took.
