The ballots are mailed out by your county. So it is all local law. You want national control of voting? That would be much less control IMO.

Each voting district must maintain a ratio of voting machines to voter not to fall above x people per machine, voting centers shall be staffed to keep lines shorter than 1 hour wait time, water and aid will be made available to those waiting to vote, protestors and campaigners shall be kept well back from voters waiting to vote, etc.
